Founded in 2003 in Chicago, Illinois, RMC Development, LLC is a privately-held full-service real estate development, finance and investment company that has considerable experience teaming with clients and partners (both public and private) to efficiently handle all aspects of today's sophisticated development projects and real estate transactions. Now headquartered in the greater Washington DC/Baltimore region, we are a multi-disciplinary, nationwide developer and development manager of mixed-use, transit oriented development (TOD), military base redevelopment (BRAC) , market rate, affordable and senior housing.  Our company provides start to finish development and support services from acquisition and project conception through the stages of land acquisition, entitlement, planning, design, financing, construction, leasing, property management and disposition.

Development Management      
 

Perform as the Owner's Representative to form and lead the development team of associated professionals such as architects, civil engineers, and all contractors and suppliers. Provide unified liaison with municipal authorities and financing source representatives. Aggregate and assess issues and alternatives to inform owner decision-making within a customized and coordinated reporting plan.  RMC has extensive experience managing the sometimes complex and political entitlement process  as a key component of the land development process.

 

Financial Modeling / Capital Sourcing   
 

Structure proprietary models for syndication of private investor capital as well as preparation of complex financial structures suitable for institutional investors. Leveraging our deep history of industry relationships, we will identify, qualify, and recommend sources of both debt and equity capital which best meet the project's asset profile and the owner's objectives.

Pre-Acquisition / Feasibility / Entitlements
 

Provide key pre-acquisition due diligence and project feasibility.  Identify and pursue preferred strategies to achieve key governmental entitlement enhancements such as zoning changes or variances, roadway access, TIF, Opportunity and  Enterprise Zone benefits, property tax matters and special service area designations.

 military installations - BRAC

The Military Installations Division of RMC Development was formed to provide strategic advice to Local Redevelopment Authorities (LRAs), communities, and developers involved with military base closure and conversion issues resulting from the federal Base Realignment and Closure Act (BRAC).  As well, we have significant expertise in the structure and implementation of Enhanced Use Leasing (EUL).  Our professionals have deep experience as developers and consultants in the complex world of BRAC. RMC has the rare distinction of having successfully negotiated a "zero cost" Economic Development Conveyance (EDC) from the Federal government. The founding principal has over 20 years of direct experience as a BRAC developer with involvement in base closures extending back to the 1995 round of closures including the transfer of one of the most complex base transfers in recent history; David Taylor Research Center in Annapolis, MD.  RMC's experience in BRAC as an at-risk developer and as a BRAC consultant allows for a unique and well-balanced perspective.   

 

The skills possessed by our professionals include:

•    Intimate knowledge of the BRAC, EUL and MHPI processes
•    Structuring public/private partnerships
•    Early Transfer initiatives
•    Ability to manage site acquisition, clean-up and disposition processes
•    Knowledge /experience in securing government subsidies to defray infrastructure costs
